Take on "Jan Lokpal Bill"

Jan Lokpal is the current hot topic that is buzzing everywhere be it on news, papers, status message. Anna Hazare is propelling it for the right cause. Everybody agrees and even I agree that the purpose behind this is for the right cause - crub corruption.

But the only concern is "Jan Lokpal Bill should not become like a New car. When the new car is designed everybody is eager to see the changes. But as the months, few years passes by it just becomes a car with lots of issues. And everybody waits for one more new car".

We agree change is required. But rather than changing one policy to address other why can't we address the root cause.. I think it is better to change at the root level. And this writeup to provide some pointers on that..


Elections:
1) All the nominations should meet the required minimum criteria. This should be evaluated and published so that it is fully transparent.
2) Nominations which satisfy rule 1 should be assessed by a group of people from all sectors taking into account of their background, work done to society and their suitablitiy. This information should be fully transparent as it helps public in chosing the right person.
3) On shortlisting, conduct elections only if Suitable Canditates are available. Why to simply waste public money in suitable canditates are not available.


Working Model:
Corruption is more in public sector because they are getting less salary and they want to make more money faster through other means. These shortcuts are also pushing general public towards it. So why can't Government introduce a model that benefits all.

Let me explain using processing of Passport applications as an example.

In olden days the number of applications was very less and it was comfortable to handle. As years passed on the count increased and you could see lot of queues. In order to avoid this, public started bribing and corrutpion rate increased.

Later Goverment introduced Tatkal scheme where in we need to pay additional fees to get things faster which is a legeal fee. In this way everybody is benefited. People who want things to get done faster will do so by paying extra and some amount of this extra money should be paid as an incentive (taxable money) to the Govt employees.
Default tax exemption/Additional tax exemption should be provided for payments on these kind of bills.. This would force everybody to follow the rule.

This model along with few changes like transparent work policy, deadlines in work, accoutability, automated process etc will bring down the corruption rate.

Incentive and punishment should become part of the salary just like in Private sector..
